Pelican Center hosted training:

Each month we host a Louisiana Court Improvement (CIP) Cafe' at noon on the third Thursday of the month. These are held on the Zoom platform and are free to participate. Sessions are submitted for CLE and CEU approval. ​

Did you miss a session? You can view many of the CIP Cafe' topics after they have been offered live by going to the CLARO website at www.clarola.org. The online training link will take you to the CLARO classes. CLE is offered - be sure to enter your Louisiana Bar Roll Number when signing up.

The Defense Never Rests: The Role of the Defender in Delinquency Proceedings

About This Training:
Attorneys representing youth in delinquency proceedings have important roles that  empower youth while protecting their rights under the Constitution. Along with their teams, the defense attorney is able to provide their client with a voice, while advocating across a wide spectrum of need areas. 

Jack Harrison has represented youth in delinquency courts for nearly twenty years as a public defender, and now as an instructor for law students serving youth in Baton Rouge Juvenile Court. Brianna Doomes is a social worker with the juvenile public defenders in Baton Rouge as a member of their client services unit, helping the clients and their families navigate through the court system and their communities. Come participate in a dialogue with these youth advocates on the roles of defense team members in juvenile proceedings.

Objectives:
  • Learn about the roles and perspectives of advocates representing youth in
    delinquency proceedings.
  • Discuss the ways in which defense advocates and other child advocates (CASAs,
    CINC attorneys, foster parents, and other stakeholders) can work together to
    achieve the best, and most legally appropriate results for our youth.
  • Develop practices to help our youth succeed in court, in their communities, and
    in their lives.

Jack Harrison, J.D., Louisiana State University Paul M. Hebert Law Center Youth
Defense Clinic

Jack Harrison is the Director of the LSU Law Center’s Youth Defense Clinic, a position he
assumed in 2021, after having served as an adjunct faculty member since 2009. He also served for nearly fifteen years as public defender in the Juvenile Court of East Baton Rouge Parish. While serving as public defender for youth in Baton Rouge, Jack worked to develop a
partnership in which LCCR would be able to provide a more effective holistic Client Services
Unit serving the youth and families in Baton Rouge. That partnership, which began in 2017 with one social worker, has flourished and expanded as all stakeholders recognize its ongoing success and benefits to the capital city region.

In addition to service as a public defender and law school teacher, Jack is also active in the
youth advocacy system serving on the Board of Trustees of the Mental Health Advocacy
Service and the Mwalimu Center for Justice. Jack is also the current editor of the Louisiana
Children’s Code Handbook. Prior to law school, Jack studied sculpture, earning a Bachelor of
Fine Arts from the University of Georgia in 1985, and a Master of Fine Arts from the Ohio State University in 1989. While studying at the undergraduate and graduate levels, Professor
Harrison was also writing and recording music, and spent many years touring the United States and Europe. He eventually settled in Germany in 1995, and remained there until returning to the United States when he enrolled to study law at the LSU Law Center in 2001.

Brianna Doomes, LCSW, Louisiana Center for Children’s Rights – Baton Rouge
Client Services Unit

Brianna Doomes is a licensed clinical social worker with a strong passion for working with
youth. She is a graduate from Louisiana State University with a Bachelor’s degree in
Sociology and a Master’s degree in Social Work specializing in children and youth services.
Brianna began her career in Baton Rouge as a school social worker, serving in public schools
for five years. During this time, she worked with students from Kindergarten through 12th
grade, addressing a wide range of mental health needs. Her work focused on providing
counseling and various supports to at-risk students to help ensure their social, emotional,
and academic success.

Through her work in schools, Brianna became increasingly aware of the rate at which
students were entering the justice system. This experience led her to become actively
involved in youth justice work. Driven by a commitment to equity and opportunity, Brianna
continues to advocate for systems that help children overcome barriers and reach their full
potential.
